Can I deduct mileage from my home to visit a stroke victim in a rehabilitation center?

I am visiting a friend who had a stroke and is in a rehabilitation center. The patient's family lives out of state. He has no family in my state. I visit him three days per week. In addition, I pay for hair cuts and finger nail trims, in addition to clothes when needed. Can I deduct these expenses when I do my taxes? Thank you for your help.
