Paul, if your Mom already has a driver's license, but it is outdated, you might be able to go onto the Division of Motor Vehicle website and ask to have a new license sent. They should be able to use a photo from a previous driver's license.
When my Dad's moved to his new residence, I did a change of address for him, there was a fee, but it was well worth it. His new license came within a week with his new address and the photo they had on file.
