The conservator is filing motion to have exclusive POA over mom's health, is that ok?

My mom have dementia and resides in a care home. Recently, in Nov. of '15 she was transferred from my sister as a POA to a conservatorship after my sister put her in a care home in June '15. That was a board and care home which really just lets her sit around by herself all day and I saw some of the activities but I don't know if they engage her in them. Recently, the conservator wanted sole POA over my mom's health matters. They are thinking of putting her under psychotropic medicine.

Conservators only control the finances. So by petitioning for a health care POA, this person is taking on the responsibilities of a full Guardian. Sure it is OK, it is a lot of work to do both.
