Do we subtract debt from cash assets to be eligible for Medicaid?

Mom's credit card debt $4500 for groceries, dentist. Mom is scared to use all her cash $6000. She has uses credit card for groceries, dentist bills and emergencies. The credit card total debt is $4500. Medicaid eligibility in Florida requires that you have no more then $2200 in cash assets. Her monthly social security is about $1000. She needs to use some monies from her $6000 every month to help pay her rent and utilities since the $1000 does not cover all her expenses. My question is does Medicaid allow her credit card debt to get subtracted from her $6000 asset which will bring her total assets to $1500.

No it does not. You can pay off the credit card debt using her cash assets though. The cash assets are just that....cash. So if the cash is there, even if there is debt, Medicaid counts it until it is spent.
