Can a person move their belongings in a care home before they move in?

Not for free, if that is what you mean. Once your stuff is there, you pay rent. If you leave, even for hospital care, and your stuff is there, you continue to pay rent. If you move without the proper notice, you still pay rent.

It really depends on the type of care home, is this assisted living or a nursing home? A small suite or shared accommodations?
In some areas there are long waiting lists to get into appropriate facilities, and often rooms are occupied within days (sometimes hours) of a vacancy. I would think if that were the case you would be expected to move in as quickly as possible.
Other facilities may be desperate enough to fill their vacancies that they will give you considerable leeway. Your best bet is to ask the facility and read the contract.
