Who makes the call for an individual to have home health care or assisted living?

A doctor, i believe, has to scrpt HHC for one to be eligible for insurance to cover. But anyone can hire a cleaning lady.

There was one poster here who got creative. She told her elderly parents that she hiring ( with their funds, she had poa, do you?) A lLaundress. They were able to wrap their heads around that kind of help. So the laundress would come in one day a week ( in truth this was a housekeeper, so she'd tidy, surreptitiously). Next, she hired A Maid. Again, an understandable concept. And so on.
