Can social security payment alone prevent Medicaid assistance for assisted living?

I have been told that if an individual elder has no assets, cash or property, that a social security payment alone, exceeding gross amount of $1,280 per month, can prevent assisted living assistance even if the person is mentally disabled and qualifies for assisted living. State is NC.

Totally False. If Assisted Living is $3000 a month and the individual only has $1280 a month and NEEDS assisted living due to disability, NC will cover the difference.
