Duane8260, I'm not sure I understand the question. If you mean "is your parent able to pay for their own care", then it entirely depends on the specific money situation.
If you mean "can I get paid to take care of my parent", there are rules that govern that by state. You will probably have to track your time and report it and have an agreement or contract about what you are expected to do. I don't know of anywhere that will send you a check without any evidence or review. Your dad will have to do the paying if there are assets. Talk to your dad's case worker.
