Can a POA tell an AL to keep a daughter from seeing her Mother without a court order?

Most facilities will work closely with a POA for the safety of the resident. If there is any disruption or attempt to remove a resident, they will call the cops. They will even call the POA if the resident is upset or crying after a particular visitor shows up. If they see someone ask for money or take money from a resident, they will notify the POA what is going on. When we got mom to the ALF, they asked if she was allowed to leave with anyone.
