In some cases, a male child will be given POA for a parent even though a female child is more qualified due to her education and profession.... it is just how that generation thought regarding male-female roles.

Sometimes by virtue of personality or the nature of the family dynamics one child has more influence over parents than the others. A parent may also give one child more legal authority via POA and/or HealthCare Proxy.
No they don't have any "power over" anyone unless the court has awarded Guardianship. Even if they have POA, it only authorizes them to carry out the duties specified in the POA papers.

If one of you has POA for a certain area related to your parent, then that sibling has more legal authority which I guess you could perceive as power over the aging parent concerning their finances if it is Durable POA or their medical care if it is Medial POA.
