Is guardianship first step to POA?

Is court appointed guardianship more comprehensive than Power of Attorney?
Investing or managing investments. My Mother has millions in banks. Which is better to manage her investing?

Some states have guardian and conservators. Guardians are for medical purposes, conservators for financial. Court appointment will cover anything that may come up unless they receive "limited" powers to do only certain things.
