Any programs like Cash for Counseling in California?

Hello.

My father is 70 and handicapped with one leg. He recently went to the doctor and the doctor suggested he get some at home home-care with a doctors note. I was wondering, are there any programs similar programs in California? If so, which and whom should I contact? What is the process?
