What is the rule on "4 Point Restraints" when used in a hospital?

Recently my 91 year old Mother was admitted to the hospital after a bad fall with injury to her head. The second day she became very confused, almost delirious. I walked into her room and found her locked in restraints to both upper arms and lower legs. Any thoughts on this? Is this legal?

It is legal and is only used as a last resort. Nurses will do this under a doctor's order when there is no other way to keep the patient from hurting himself. I would immediately demand to know what medications were given and there better be a really good explanation for why they failed to calm her.
