Can mom transfer assets to disabled adult child without a look back period?

my mother will soo n have to go to nursing home. my sister who is disabled is living there and taking care of her for some time. can i have my mothers assets transferred to my sister as my mother wanted to provide for her in the event of her passing?

I would go talk with an Elder law attorney or call the Medicaid office. I know there are exemptions but this is too important for guess work. Sorry.
