What can a spouse do when she begins to lose confidence in her husband's Dr., Nurses, and Aides?

He is an 80 year old man who has been hospitalized for COPD. The Dr. has stablilized his COPD but he has degenerative jt and muscle disease. However, I have had to multiple times compensate for his Physical Therapy because the hospital will not do it. Three places where he recieved care were the Beacon Shores, Virginia Beach General Hospital , and now Harbourpointe have all allowed the aide to forget to adjust his blue boots which have contributed along with him being on bed rest to his deformed foot. What can my mother do to gain trust back into the DR., the nurses and the aides for the duration of my father's care?
