Are there exceptions in the State of Florida for under 65 year old's who are caring for their parent and have no personal health insurance?

Does or will Medicaid provide health insurance for an under 65 year old who is caring for her parent full-time yet has no personal income or health insurance coverage? Such medical needs such as eye check-ups, dental, etc. are very expensive yet not emergency medical issues: how can one receive such check-ups without insurance and be 61 years old? Whatever possibilities are out there would be greatly welcomed. Thank you.
