My Mother is 87-years-old she needs round the clock care and there is no money coming in to care for her, SSI isn't enough. What can she do?

She is old enough to qualify for Medicaid and it sound like she would also qualify by income. Have you looked into Medicaid? Should she be in a hospital setting?...talk to her doc. Is she at the end of her life? Seek Hospice care.
A good place to start is the social worker at your hospital...they can give you guidance.
