How can I get my mother to give me Power of Attorney if she refuses?

I am a single 48 yr old woman that cares for her 83 yr old mother and I can't get her to give me POA,how can I do this?

It took some doing but I finally got my dad of 86 yrs old to do it. He suffers from Alzheimer's and at times is forgetful. He might not remember doing it but at least I have a POA and am able to pay his bills and take care of all his affairs.
