Are there Federal guidelines that restrict a Nursing Home to restrain a patient in order to keep them from falling out of wheelchair or bed?

My father is in nursing home and has fallen out of wheelchair - taken to hospital, returned and fallen out of bed 3 different times within 48 hours.

i was told that the doctors has to order those . even the bed rails , its up to the dr to keep the rails up or down . once when pa was in the hospital i kept puttin the rails up and finaly the nurse ask me if i did that i said yes , she said the dr didnt order that , i said i didnt care what the dr ordered , i want it up . i feel safer for it to be up . then the next day its back down , cant win or lose ..

It'sillegal to restrain resident's. If they have a seat belt on try to get up, they don't just fall. They fall with the wheelchair on top of them.

Think it's up to the nursing home to use their discretion, because my mom fell down trying to get up from her wheelchair. She kept insisting she could walk. They called me and told me she had to be belted in her chair until she stopped trying to get up from chair by herself. I told them that was ok because of her safety. Now I don't know if the nursing home follows certain Federal guidelines, but I do know they are looking out for their patients safety.
