I'm unable to find a birth certificate. Consumer was born at home, then adopted. There is no record of the 1948 adoption. How do you find answers?

names of adoptive parents but no living relativies. This adoption was possibly not "legal", as it was done in 1948, and the adoptive parents were traveling with the carnival....the father of the child had just been killed in an accident, leaving the mother with 4 babies, he being the youngest. The mother just "gave" him to the others, I don't know what kind of legal things to even look for. Please, what can I do? This man is in urgent need, and medicaid will not hlep much because he has not the proper i.d.
