Assisted living price gouging?

Assisted living wants to increase family member care charges by $1600 per month. Current care level 45 hours a month (~90 minutes a day), new level will be 90 hours a month (~3 hours per day). But nothing has changed with her health or care needs. Facility states they did some "audits" and previous staff was not billing correctly (not my fault). I feel stuck, she needs to be there, but no way is she is actually getting the 3 hours a day of care time they want to charge her for. Can I negotiate this or fight back? What do I say? She is private pay, spending down her money to eventually go on Medicaid. Trying to make her money last as long as possible.

When my father was in AL they did 6 month assessments to see if his needs changed. His tier level care might change and there were increased costs with that. However there was one time they downgraded him and our costs were lowered.

The first year Mom was in an AL there was a rent increase. They had tiers when it came to care, 1,2,3,4. Mom was the highest care at 4. I may ask to sit down with billing and show why they feel an increase that high. What do they do for your Mom you do not know about.
