Matt, contact the local to mom medicaid office, you'll find the number under Department of Health and Human Services for your county, they will help you figure out if she qualifies for medicaid.
Medicaid has many different facets of assistance, ask whomever you speak with what they are, ie supplemental health insurance, in home care services, long term care, etc. and look into what needs to be done for her to qualify for different assistance as things change for her needs.
She will need more help as time passes, so you want to avoid doing anything that would cause her to be denied down the road for any care available.

Medicaid is by income. Like Medicaid Longterm care, there are income requirements she has to meet. She can stay in her home but have no assets over 2k, in my State. Office of Aging may be able to explain this to you or you make an appt with a Medicaid caseworker to see if Mom fits the criteria.

They send an application, determine eligibility and determine your cost, if there is one. Where I live, Tucson, Arizona, once you qualify for paratransit services you also, can get discounted taxi vouchers. You have to ask about those though, not advertised.
