would your friend qualify for Hospice? If so the oxygen would be provided.
Is your friend a Veteran? If so the VA would most likely provide it.

Does the person have Medicare and a supplimental?
https://www.medicare.gov/coverage/oxygen-equipment-accessories
If the person is not on Medicare check with their health insurance.
