Yes, they look on that as "gifting". It would have severe repercussions for any medicaid application. In California the lookback is 2 1/2 years. In most states it is 5. So Mom cannot really expect any medicaid help for those periods of time, dependent on where she is living. If Mom gave all her money away she cannot expect the Government to support her care.
