I have DPOA, what can I do about VA wanting to assign a fiduciary?

I have a durable power of attorney over my bother and he get 100% VA they say my power of attorney isn't acceptable and now they want to give him a fiduciary what can I do since I have been taking care of him before he became incompetent.

VA has its own form as does social security and many banks. Could they be talking about you as the fiduciary?. VA talk for a DPOA that would allow you to conduct VA business for bro.

Seems this would be like a guardian. Government entities don't except POAs. I would ask if by doing this would you be kept in the loop.
