Can my friend get Medicaid in Texas when she just moved from Nevada?

I have a friend on disability from fibromyalgia. She currently has Medicare. She has just moved here from Nevada.

If she is on SSI check, she should be able to get medicaid very easily...same thing happened to my best friend here in Texas.

There is Medicaid in Texas.
I have read every state has their own ways to apply the federally funded program.
You can search bar here on AC re: Medicaid.

I could be wrong, but mostly I believe what I read.
