Do 2 licensed doctors need to issue certificates for POA?

We are 1st and 2nd agents for our brother on a financial POA. It was signed and notarized in California.

It depends on the wording of the document. Some POAs are "springing", they only go into effect when the grantor is declared incompetent, others are able to be used as soon as the ink is dry.
