Man in need of transport (Stockton, near his home) for dialysis. Any services to help?

Disability insurance will not pay for transport.

Contact the local public transit organization and ask if it has paratransit or door to door service. It's cheaper than the also door to door service provided by commercial services (sometimes $40 for a one way trip).

There are also a lot of other posts on this same subject. You can use the search box in the upper right hand corner to search for "paratransit service," "door to door transportation", terms like that.
