If notarized papers have wrong county is it still legal?

The quit claim deed was done in San Bernardino but it states it was notarized in Orange County. Also there was no current CDL used. Is the paperwork legal or invalid?

I have notarized many a document without seeing their drivers license. If I know them personally, I have no need for it.

The Notary has to list the county he qualified in, which may not be the same place the signing takes place. He only validates the signature, nothing more.
Quit claims should be filed with the county clerk, many times they are not and that's when things end up in court.
