If a single adult is deceased living alone does his Mother have to file taxes on his behalf?

Just to clarify....this person was single when he died? Did he execute a Will or Trust prior to his death? If so, is his mother the Personal Representative named under the Will and/or the Trustee named in the Trust? The PR or Trustee would be the person responsible for managing his estate.

If he had no Will and died intestate, then state laws establish inheritance priority of family. In that case, the relatives who would inherit would likely be the ones responsible for any tax filing, but I'm not really sure how the issue of responsibility is addressed vs. the issue of inheritance.

There's another issue and that's whether or not the deceased man even has any tax liability, depending on his income and assets.
