If we move my Mom from TX to OH, will we have to reapply for Medicaid in Ohio?

My mother lives in Texas, has been a resident for years, and we want to apply for medicaid, but we are thinking of moving her to Ohio---if she qualifies for Medicaid in Texas, do we have to start over in Ohio?
