Being on Medicaid, he has 2 choices:
1. only see vendors - doctors, therapist, hospitals, clinics, etc - that participate 100% in Medicaid. If they do, then whatever terms Medicaid has in your state is what needs to be done. Some procedures may have no co- pay and other a very minimal co pay. Medicaid payments are hugely discounted too.
2. If they don't take Medicaid, then he or whomever signed off on paperwork will be sent a bill for the service at full private pay rates.

$10 copay is nothing to pay. If not paid, the vendor can not accept them as a patient anymore.

He is too young for Medicare - you sign up @ 65 for Medicare.

If the grandson is on medicaid, I would assume that he is drawing a disability and would have $10.00. But, I don't know of additional insurance and wouldn't it be more than $10.00? If grandpa is responsible for any bills, I guess I would gladly pay it.

There is supplemental insurance for medicare, but I'm not sure about medicaid. Why is your brother getting this $10.00+ bill instead of the grandson or his parents? Does he live by himself or with someone? Why is he on medicaid at 28?
