What if your Mom hasn't been paying taxes for years now and need to know if she qualifies for Medicaid?

With second stage of dementia coming forward fast how do I determine whether Mother will qualify for Medicaid. She has private health care plus Medicare. She set up years ago a funeral trust which was used for my Father.Now she has a living trust in place for herself with a couple of other life insurance policy. How does this all work? There is so much to know and I don't think I can afford to wait until things happens when are really going to need this information. I also think she might qualify for Veteran's assisstance. Not sure about that either
