I need advice for a friend who is drowning financially in the care of her family. Are there advocates to help?

My friend took in her uncle ex wife because the hospital advised that she cannot live alone, after two years living with my friends family, they realized they took on too much, she required alot of care and became expensive and at times was very demanding, so they placed her in a lovely adult home but they are still in charge of her drugs, insurance coverage which was recently dropped and are still footing the bill, they applied her for medicaid but she does not know where to turn to help her, is there a number for an advocate to help with these matters. it would be greatly appreciated

Try the Agency on Aging in her state. (It is sometimes called different things, but all states have this service.) Another option is to call Social Services in her county and ask for a needs assessment. The social worker will probably be able to tell your friend all about resources within the area in addition to what is available directly from the county.
