Who do I call for help getting mom downstairs and back up again after hospital tests?

I'd just reschedule the tests for when the elevator is fixed, since it's just a few days. Or see if your town has a visiting nurse who can come and take blood (if that's the kind of test she's getting). If it's more than blood work, reschedule the tests.
