Should my mom with low income be paying medical deductions?

My mom is 76 years old, lives on her own and brings in about $932 in monthly income from Social Security and "alimony". As I was balacing her checkbook I noticed that this year alone she's paid $280 in deducibles to the local clinic. Is this right? It seems to me that between medicare and (Wisconsin) medicaid everything should be covered at her level of income.

If she's on Medicaid, they would have a designated "spend down" and then they pay everything else. I'd contact the social worker who handles her Medicaid and ask. They could be just charging the spend down, or their could be a mistake. It never hurts to check.
