Mom is 90, SS/ VA income are under $700. Lives with me, shares 50% of an estate. Will her income be compromised to claim her on our taxes?

Mom moved in with my husband and my self over 1 year ago. Her estate is not in living conditions. And due to her limited mobility has moved in with us. Are we able to claim her on our taxes?
