She has been with me in LA for 23 months, SS shows her as AR resident. What does this mean to Medicaid?

Medicaid is a federal program but it's controlled by the states. If she's living with you, I'd suggest that you immediately get her registered as a state resident in CA. Arizona may not be willing to pay since she lives with you in CA. Good luck,
