How do I find someone who can explain my mom's healthcare benefits to her and to me? Are there case managers to help?

Mom has been on medicaid for 40+ yrs and has recently turned 65. She is sure she will be dropped from Medicaid and have to pay 20% of anything Medicare doesn't cover.
Also, what do we do for people w no dental coverage? How does she get her teeth fixed?
