Insurance doesn't cover hospice, what do I do now?

My mother's insurance doesn't cover but 15 days of hospice (federal government insurance). She doesn't have medicare or medicaid so now I am at a loss. Medicare will cost her 542.00 a month and she doesn't have it, so now what?
