Does she have a medical alert system? Some of those allow recorded messages to be played at preset times of the day. Then the message comes over the unit's speaker, "It is 10 am and time to take your morning pills." Note (from experience!): There are sometimes two kinds of messages, and if you don't respond to the well-check kind they send the ambulance! Be sure you choose the other kind that is just an announcement!

A cell phone or a digital alarm clock could be set to ring/buzz twice a day, if your mother could manage shutting them off.
