What are the "requirements" for an elderly person to qualify for Medicaid?

A person over 65 can qualify for Medicaid if very poor or on SSI. You can get the exact income required from your local Department of Human Services or the Social Security Administration. They will check what the person owns and has and the income and the determination comes from that.
