My mother-in-law is in need of setting up for my husband to be either her guardian or executor or her estate, he is currently the POA. Where do we start?

My mother in law would like to set this up as soon as possible. She is on a limited
income and we were directed to you and to Mr. Hamilton if he is still there. We would appreciate all the help and direction we could get. Thank you in advance for
