My elderly father cannot drive anymore but my brother, who is Power Of Attorney and executor of the will, won't sell his car is there any way I can make my brother sell my father’s car?

MOM:

If your brother has his own wheels and Dad's car is collecting dust, it should be sold. ... Unless Dad wants to be chauffeured around. The final decision, however, is your father's.

Why would he NOT want to sell the car? Is he hoping to keep it himself? Seems like selling it and putting the money back into your dads bank acct would be the most logical choice. Unless he has a hidden agenda that is.
