If I am a dementia-stricken neighbor's medical & durable POA, can I insist homecare providers see her?

Neighbor 83 living in her home has dementia refuses in-home services. As her medical & durable POA can I insist homecare providers see her?

What is her financial situation? Is she able to afford in-home care? Would it be better for her to live in a Alz. care facility? Are you currently caring for her now?
If you need assistance, perhaps a good place to start is with social services. They can assess the situation and give you options.
