It depends on what State you live in. The State of Vermont has a program to pay caregivers to keep patients in the home. Those people seem to understand the financial and emotional benefits to taxpayers and families. I don't know any other states that do this, certainly not Alabama, where I live. Wouldn't it be nice if State governments would realize how much we are saving the taxpayers and enact programs to help us. They could still save millions over nursing home care!!
