Yes it does. Then the Executor of the Will takes over. If no Will then an Administrator needs to be assigned to carry out the duties of an executor. When thats done, the State determines who inherits.

Yes. At the moment of death it is gone. Then it is up to the next of kin or executor or administrator of estate.

Frankly if you were POA and this surprised you then I do not think you fully understood what a POA is or does.
