It could be the result from the strokes. Is she on hospice? Maybe it is time to get them involved. My dad had Tia's (mini strokes), and after being bed ridden for 20 months, would not eat any longer. Hospice told me it was his way of saying that he wanted to go. After they stop eating or drinking the life expectancy is about 2 weeks but he was gone after 2 days. He was 80 years old. Does your mother have a advance directive as to her wishes on her medical treatment when she no longer can make decisions? If she is not on hospice there is tube feeding if she had directed so. Hope she will not suffer. My dad didn't he was not in pain and he just slipped away peacefully. Best wished to you, looney
