Kaytyson: A legally blind person has peripheral (or low) vision. My mother was able to live alone far from me until her blood pressure plummeted and I had to move in. She was legally blind.
My father was blind in one eye since childhood, and wore glasses for corrective vision in his other eye. He was able to do anything anyone else could do.
I would encourage you to talk to his opthomologist and his primary care MD. It seems to me like he would have a better chance of qualifying for disability under the Parkinsons diagnosis.
According to the federal definition, someone is considered legally blind if their best corrected visual acuity is 20/200 or worse in their better eye, or if their visual field is limited to 20 degrees or less in their better eye; essentially meaning they can only see what a person with normal vision sees at 200 feet from a distance of 20 feet, even with corrective lenses.
