GPS tracking. Any advice?

My 88 yo brother is still driving in his small town. He drives very little but I would love to put a tracker in his car glove compartment to let me know when he goes somewhere and where he is. I thought about Apple AirTag but it relies on nearby bluetooth so I don't think it would work. Maybe a GPS Tracker? I live in another city but I have an iPhone so I have bluetooth. Has anyone used a tracker?

I never said I was doing this without his permission. I am still interested in my original question - does anyone have experience with using a GPS tracker with their elder, legally or not?

People use those Airtags to track their luggage all over the world. Are you sure it wouldn't work?

Tracking someone without their permission is unethical and illegal.

Not unethical when you fear he will get lost or forget where he is. It’s not uncommon for seniors to get lost while driving and end up 50, 100 or more miles away. And many end up dying from wandering.
